The former Spice Girl, who also served as guest judge on the singing competition in 2012, is believed to have signed a $1.67 million deal with the show.
After declaring she was "so excited" about her new gig, Mel B added "honesty is the best policy when being a judge."
"That's what I'm going to bring more of this year," she said. "Whether it's spotting an incredible singer, giving someone a reality check or debating with Simon over who's got it wrong."
Mel B joins series creator Simon Cowell, Cherryl Cole and Louis Walsh who are returning as judges for "The X Factor's" new season.
